He lived in Jerusalem nearby Kan'aan. Some narrations attribute him to the Bani Israeel. I feel that you must try to read The Woeful Tale of Bal'am Bin Baura. Nabi Moosa Alayhimus-Salaam was on the side of the Bani Israeel and hence it would be impossible for him to use the Ismi-A'azam.against the Nabi of Allah.Please do not fail to read this matter .Here you can feel the divine power. this is recorded in the Qur'an Majeed.
