SALARY AND ALLOWANCES TO MEMBERS

1.Salary

Rs.16,000/- p.m. payable during the whole term of office as member Rajya Sabha.

2.Daily Allowance

Rs.1,000/- per day for the duration of the session and sitting of a Committee. DA is also admissible for a period of three days immediately preceding the commencement and three days immediately succeeding the conclusion of the session; and two days immediately preceding the commencement and two days immediately succeeding the conclusion of the business of the Committee. Daily allowance is admissible only when the Member signs the register maintained for the purpose.

3.Constituency Allowance

Rs.20,000/- p.m. payable during the whole term of office as member Rajya Sabha.

4.Office Expense Allowances

Rs.20,000/- p.m. out of which Rs.4,000/- is for meeting expenses on stationery items etc., Rs.2,000/- for franking the letters etc. and Rs.14,000/- p.m. to person(s) as engaged by a Member for obtaining secretarial assistance and one such person shall be computer literate.

5.Travelling Allowance

(i) Forward & Return Journey - For attending a Session of Rajya Sabha or a Meeting of a Committee or for the purpose of attending to any other business connected with his duties as a Member from his/her usual place of residence(UPR) to the place of duty and back.

(a) By rail – one first class and one second class fare.

(b)By air – one and one-fourth air fare.

(c) By Road – Thirteen rupees per km.

(d) Road mileage for Members and their spouses residing within a distance of 300 kms from Delhi is admissible for the journeys performed by road irrespective of rail connection.

(e) Road mileage for Members and their spouses residing in the States of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim or Tripura is also admissible for the journeys performed by road from their usual place of residence to their nearest airport irrespective of rail connection.

(ii) Air Journeys - Thirty-four single air journeys a year to be availed alone or with the spouse or any number of companions or relatives. Any such journey performed by the spouse, companions or relatives shall be included in computing the limit of 34 air journeys. Out of this 34 free air journeys, spouse or companion of a member is entitled to travel alone to a maximum of 8 air journeys to visit such member. The balance of unused air journeys shall be carried over to the following year. Air journeys performed in excess of 34 in a year, subject to a maximum of eight may be adjusted from the 34 air journeys available for the next following year. Only eight exchange orders would be issued at a time but no exchange order will be issued in favour of the companion except in cases of widows, widowers or bachelors.

6. Rail Travel Facilities - For Member

One free non-transferable Railway pass which entitles the Member alone or with spouse to travel in first class air-conditioned or executive class by any railway in India alongwith a companion in AC two tier. A member having no spouse may be accompanied by any person in place of the spouse in the same class in addition to the facility of one companion in AC two tier.

For Spouse

(i) The spouse is entitled to travel in first class air conditioned or executive class in any train with the Member as mentioned above.

(ii) The spouse of a Member shall be entitled to travel alone either by rail in first class air-conditioned or executive class in any train or by air or partly by rail and partly by air from the usual place of residence of the Member to Delhi and back once during every session and twice in budget session of Parliament subject to the condition that total number of each such journey either to Delhi or back shall not exceed eight in a year. For this purpose one free non-transferable railway pass is issued to the spouse.

7.Telephone Facilities

(i) A member is entitled to have two free telephones, one at his residence or office in Delhi and the other at his usual place of residence or a place selected by him in his state or the state in which he resides with 50000 free local calls during a year on each telephone. However, Chairman of a Parliamentary Committee is exempted from payment of any charges for calls made from the telephone installed in that capacity at his residence in Delhi/New Delhi.

(ii) Every Member is also entitled to one additional telephone either at his residence in Delhi/New Delhi or at his usual place of residence or at a place selected by him within the State or in the State in which he resides with 50,000 free local calls during a year for Internet Connectivity purposes. However 50,000 free Local calls during a year on each of the three telephones can be pooled together i.e., 150000 free local calls.

(iii) A member is also entitled to one mobile phone connection of MTNL with national roaming facility and another mobile connection of MTNL or BSNL also with national roaming facility for utilizing in his/her Constituency and the calls made from these mobile phones will be adjusted from the available 150000 free local calls. Member may avail such connections from any private mobile operator where the services of MNTL or BSNL are not available subject to the condition that the registration and rental charges will be borne by the Member himself.

(iv) A member is entitled to broadband facility from MTNL or BSNL on any one landline phone available to him under para (i) & (ii) above free of charge upto a maximum of Rs.1,500/- p.m.

(v) A member may use any number of telephones for availing the above-mentioned 150000 free local calls subject to the condition that the telephones are in the name of the Member and the installation and rental charges of additional telephones are borne by the Member himself.

(vi) The unutilized telephone calls out of the available quota of 150000 in a year shall be carried over to the subsequent year. Similarly calls made in excess to the available quota in a year shall be adjusted against the quota available for the next year.

8.Conveyance Advance

A member may avail Rs.1,00,000/- or the cost of the vehicle whichever is less as advance for the purchase of a conveyance. Recovery of the said advance together with simple interest at the rate fixed by the Central Government from time to time shall be made from the salary bill of the Member in not more than sixty equal monthly installments, which shall not extend beyond the tenure of his/her membership.

9.Water & Electricity

4000 KL of water and 50000 units of electricity (25000 units measured on light meter and 25000 units measured on power meter or pooled together) per annum beginning 1st of January every year is free in respect of residence allotted to MPs in Delhi/New Delhi and MPs who are residing in private accommodation in Delhi. Unutilized portion of Electricity and water will be carried over to the subsequent years. Similarly Water and electricity consumed in excess to the quota available in a year will be adjusted from the quota available for the next year.

10.Accommodation

(i) Accommodation in the form of a flat is rent free throughout the term of office to an MP. However, license fee is charged on bungalow.

(ii) A new Member who comes to Delhi prior to the notification in the Official Gazette regarding his/her election is entitled to transit accommodation.

(iii) Tiles in kitchen and bathroom as demanded and the facility of washing of sofa covers and curtains every 3 months.

(iv) Furniture to be made available free of charge to the MPs within the existing monetary ceiling of Rs.60,000/- in respect of durable furniture and Rs.15,000/- for non durable furniture. Additional furniture on rent based on its depreciated value would be made available.

11.Medical

Members of Parliament are entitled to same medical facilities as are available to the Officers of Central Civil Services, Class-I Officer under Central Government Health Scheme (CGHS).

12.Special facility to Blind and physically incapacitated Members

A blind or physically incapacitated member, with the permission of the Presiding Officer is entitled to have his attendant travel in the same class in which he is travelling by air and in case of rail journey, in First Class AC or executive class instead of AC II tier. A Physically incapacitated member who cannot travel either by air or rail is entitled for road mileage for the entire journey performed by him by road alongwith an attendant.

FACILTIES TO EX-MEMBERS OF PARLIAMENT

1.Pensionary Benefits

A former Member of the Provisional Parliament or either House of Parliament is entitled to a minimum pension of Rs.8000/- per month and an additional pension of Rs.800/- per month for every year served as Member of Parliament for a period exceeding five years. The period of more than 9 months will be rounded off to a complete year for the purpose of receiving additional pension of Rs.800/- per month.

2.Family Pension to Spouse.

Spouse or dependant of a deceased Member/Ex-MP, who is neither a sitting Member nor drawing pension under Section 8A of the MSA Act, 1954, is entitled w.e.f 15.09.2006 for the remaining period of life of Spouse or for dependant so long as he continues to be a dependant, a Family Pension equivalent to 50% of the Pension otherwise admissible to such deceased Member/Ex-MP.

3.Free Rail Travel Facility

An ex-Member of Parliament is entitled to travel in any train in AC-II tier class alongwith a companion or in AC First Class if traveling alone, on the Authority of the ex-MP Identity Card issued to him by Rajya Sabha Secretariat

4.Free Steamer Facility

An Ex-Member from the Andaman and Nicobar Islands or Lakshadweep shall be entitled to travel by the highest class of accommodation in any steamer sailing between the Andaman and Nicobar Islands or the Lakshadweep and the main territory of India without payment of any charges on the basis of an authorization issued by Rajya Sabha Secretariat.

5.Medical Facilities

CGH Scheme is applicable to ex-Members of Parliament residing in cities covered by CGH Scheme on payment of contribution at the same rate as they were paying as Member of Parliament. This facility is obtained by ex-MPs direct from Director General (CGHS), Ministry of Health and Family Welfare, Nirman Bhawan, New Delhi.
